Overview
Abstract
The Time Use Survey (TUS) is an important source of information used to determine the contributions of men and women to society, the economy, and households, as well as to understand people's lifestyles. Since 1966, 85 countries around the world have been conducting TUS, and the number of countries organizing these surveys has been increasing since 2000.
Needs of Time use survey
In 2004, an amendment was made to the Law on Statistics of Mongolia, which included a provision in Section 7, Clause 1(k) stating that the time use survey should be conducted every four years. Following this law, the fifth Time Use Survey was conducted in 2023. A total of 23,394 households participated in the survey, with data being collected monthly to reflect the characteristics of each season. The results were then analyzed and reported at the national, regional, and settlement levels.
Additionally, the survey calculates the indicator "5.4.1 Time spent on unpaid domestic work and caregiving" as part of the Sustainable Development Goals (SDGs), providing an opportunity to assess the progress and implementation of the SDGs. The survey also generates valuable data for national-level policy development and implementation aimed at reducing poverty and unemployment, improving education and healthcare sectors, investing in infrastructure and social services, and promoting gender equality. Furthermore, it helps to identify the time spent by household members on unpaid labor, which is used to calculate the added value generated at the household level. It also provides necessary data for the National Accounts System, making the Time Use Survey an important source of information for these processes.
The goal of the survey
The Time Use Survey aims to assess and evaluate the time spent on non-market activities at the household level, with the following objectives:
To study the lifestyle of the population and the changes occurring in it, to generate information on the quality of life, and to gather data necessary for improving infrastructure and the accessibility and availability of social services.
To monitor the implementation of the Sustainable Development Goals (SDGs), particularly to collect data on unpaid labor performed by women and to identify the roles they play in society.
To create a database with household and individual data while ensuring privacy, which can be accessed by users.
To generate the required quantitative data for policy development.
The survey unit is the household and household members aged 12 and over.

The time use survey is a household-based survey, so the sampling unit is the household. The sample size was set to be sufficiently representative to estimate the population's time use indicators at the national level, including urban, rural, and regional levels (West, Khangai, Central, Eastern, and Ulaanbaatar). A total of 23,394 households nationwide were included in the survey, with square root distribution for regions and equal distribution for survey groups, i.e., aimags and districts, based on organizational structure.
